I don't believe so - I've also hunted around both by name and within the Civil War categories, and no luck. Sounds like you should be free to create one for him.

There are a number of Free Space pages, that are all open, for stamps. Category: US Postage Stamps is the high level category page.  There is no formal project, but like many Free Space pages it could easily become a project if someone wished to do the work.

The existing pages show a basic structure and are all open, anyone can add to them or add additional categories or Free Space pages.
