Can I tie his Alien Registration card to his arrival in Philadelphia in 1915?

He arrived in Philadelphia from Germany in 1914 or 1915, perhaps on a German Navy vessel.  I have his Alien Registration card, can anyone tell me how I can tie the Alien Registration to his arrival?

I wanted to share this family photo of Friedrich Grohs with the community. Location: Ingersoll Street #2405. Date: February 25, 1918.

If I remember from my own card it didn't contain the date of arrival, only the date I became a resident. I was on an H1-B Visa for at least 2 years before my residency came through. This was in the early 1970's.
