I created Joshua Thomas-20363. He was born over 200 years ago. I want to make his profile OPEN, but there are NO buttons to push. How does one go about remedying this situation?

Is it possible that the radio button labeled "still living" underneath death date or "intentionally blank because still living" under death place been checked?  These instances could cause that.
Vincent , I think you may be right. I can not see anything at that privacy level. I guess you have x-ray vision. :)
Thank you very much!!! It makes me feel pretty dumb that I didn't think of that myself. The question I still have is why I didn't see any buttons to push in the privacy setting section?
Thank you!!! You have the best answer, because you cured the problem.
When the still living option is selected and no date of death the profile has to be set to Private and can not be changed unless you change one of those settings.

To change a single privacy level: Click Edit & scroll down to the bottom Left of the page. Change setting & F5 refresh it. :)

Up near the top of the profile, there is a row of tabs and the second one from the left says Privacy, click on that and then scroll down until you see the different privacy levels and there should be a place to click on and change the privacy level, just be sure that you click on the change privacy button before you go to a different page.

Both ways work. Up vote for Dale :)
I am sure your way does work, I have just never tried it and I am unsure about the abilities of the person asking the question so I thought a second way might help. I did an upvote on your answer as well.
I overlook the obvious in many circumstances lol :)
The problem was that there were no buttons there to push in order to change the privacy level!!!
Both ways work IF the buttons are there to push, BUT such is not the case when I use either method. I could change his daughter's privacy level, but I can't change his. I ALSO can't get his wife's profile to be accepted at all!!! Guess I'm going to have to add all four children without their mother and a private father born in 1811, and be happy until someone can actually do it right!!!
Jill, go to his edit button and put a date in the death box of 1900 or something and choose about/uncertain but non-living.
Click save and see if that resolves the problem?

A checkbox beside death date for "still living" was checked (living people must be private). I have unchecked the box and the the profile has now defaulted to Open Privacy level (birth date over 200 years ago).
