What privacy level shoud I set for living people I don't know?

I am doing a one name study, and hence have added living people who I do not know and am not related/very distantly related to. Originally I was adding with privacy level set to Private with Visible Family Tree and Biography but I didnt want to upset anyone especially since I may contact them in future in order to help with research. I am now just electing to set them to Private but this seems a shame as less useful for others. Ive read the wiki that explain the differences between the different privacy settings but it doesn't give guidance on what one to use, what privavy setting shoud I use ?

Private is best in my mind as well. If, in the future, you get their or a family member's permission, I would change it to one of the yellow-orange levels.

Paul, I use Private (Red) for all living people, unless they are Black (Unlisted) at the request of the individual.
