Catch-22 on merge Project Protected Profile is higher number

Question

Trying to merge Semple-22 into Semple-15. Since Semple-22 is Project Protected I cannot. When I flip them, I get the message about merging into the lower number. Can someone change Semple-15 to be the Project Protected one?

I've switched it over, but you still have conflicting mothers to deal with.
