The 1900 US Census for Precinct 5, Lamar, Texas, appears to show that Judie B. Garner was the child of Mary E. Bishop.  Mary E. has been married for 2 years, but she has 3 living children.  That accounts for daughter Judie Garner b. April 1891; son Frances E. Garner, b. March 1893; and daughter Josie L.  Bishop, b. Aug 1898.  The Garner children's father was born in South Carolina.("United States Census, 1900," database with images, FamilySearch (https://familysearch.org/ark:/61903/1:1:M3PH-C3S : accessed 29 May 2016), Judie B Garner in household of John L Bishop, Precinct 5 (south part), Lamar, Texas, United States; citing sheet 6B, family 116, NARA microfilm publication T623 (Washington, D.C.: National Archives and Records Administration, n.d.); FHL microfilm 1,241,652.) That is a starting point.

There is a Texas Death Certificate for a Judea Bell Eatman, daughter of Ben Garner and Mary Steelman, b. Paris, Lamar, Texas, 12 April 1891, d. Big Spring, Howard, Texas, 10 Jan 1968.(Texas, Death Certificates, 1903–1982 [Ancestry.com.database on-line]. Provo, UT, USA: Ancestry.com Operations, Inc., 2013. Original data: Texas Department of State Health Services. Texas Death Certificates, 1903–1982. Archives, Orem, Utah. Lamar County, 1968, #04687)  This looks like the correct person, with the right bgirth year and month, mother with the correct first name and father Garner.

I think that is fairly conclusive that Judie's father was Benjamin Garner and her mother was Mary Steelman.

I believe that is correct. I came up with the same searching. She must have gotten remarried.
