Issue with Database Error template

Question

I've noticed an issue with the DB Errors template that I don't know how to fix:

{{db_errors|5|Cooper-7647}}

When you click on the link to the Database Error project generated from this template, it takes you to the "Code of conduct when fixing database errors" section of the page. Could this be fixed so that it takes you to the top of the Database error project page?
