How did pre 1947 work in Maryland?

Question

I am looking for info on my grandfather Albert Dillon Bates. He was adopted into the Bates family before 1910 and probably around 1900 +/- a few. We were told by his biological sister that their last name at birth was Dillon but since his adopted fathers name was Albert W. Bates I am guessing that Albert Dillon was not his name pre-adoption.  

Now the problem.  Hod to find:

A) his real name birth info

B) his Parents names and their birth/death info

We know he was adopted out very young to the Bates family who at the time lived in the Baltimore area at the time .. but we also see Albert H Bates having moved to Philly area in the 1910 census and I have information from the web that says Albert Dillon Bates joined the Army National Guard from the Philly area.

I am not looking for anyone to do my work for me but instead point me to where I might find the info because I am kinda out of my element.

Ok .. stupid question from a newbie.. what the heck is an adoption angel?

I have a lot of info about him but can find nothing about his biological family and life it is specifically the information about his adoption ...say from 1895 to 1905.  Knowing what I know now I might guess he was the product of an unwed mother and man named Dillon but I find nothing in Maryland as yet  Thanks for your help

Jim, An Adoption Angel is a member of a Wikitree project who has good knowledge of historical adoption practices and laws.  As you know, it is an esoteric area and differs by state, so most people don't get into it.  The Adoption Angels project members try to help adoptees figure out how to find about their birth families, but they may be able give you advice on your grandfather's adoption.
