They didn't ask that question in 1841. The choices were, born in same county as current residence, or elsewhere in Scotland, or abroad. Just a tick-box or a letter-code, no actual written placename.
So basically the enumerator ticked the box for "same county" and the indexers have managed to mangle it. Presumably most of the population of Edinburgh were born in Edewr.
He says Edinburgh in the 1851 census.
