Yes, anyone can confirm a guest but as the information in the confirmation box states: Do not do this unless they have posted a comment here or communicated with you privately and you think they plan to participate as a friendly member of the community. If you have questions for (name) before you confirm, post them on the right instead of below. Usually this option is used for family members to confirm their relatives or someone they invited to join WikiTree.
