I received a message as follows: "There is a book attributed to Rosa, "Intimate Letters from London," by Rosa Maye Kendrick Harmon.  (1928) copyright by Mrs. J. B. Kendrick - [her mother]
'Here are two photos -- from the book.." [and then an attachment with the two photos].

The mother (the copyright holder) died in 1961, the author died in 1979.  The writer is the daughter of the Governor of Wyoming so the book is likely to just be a one-shot attempt at writing as opposed to something from a major publisher (...if that matters).

There are no links to substitute for the actual photos.

it sounds like whoever sent your the photos, has granted you permission to use them -- assuming they are authorized to do so in the first place (this is likely the real question then?).

I think he just has a copy of the book.
