Why are privacy controls different when viewing anonymously?

My fathers privacy is set to Public, when viewed after I sign on.

Yet when I use a different browser, where I am not signed in. His privacy is set to Private with Public Biography and Family Tree.

So why the difference

I'm not seeing a difference myself, and can't imagine what might cause such a thing.

That's  probably the key, When you are anonymous, you dont' have access to anything at all. 

My own is yellow (private with bio and tree), whether logged on or off, regardless of browser. I can't set my own to green (open).

You were reporting a switch from green to yellow? But you can't have your own profile be green.

My own father's profile was set to yellow -- so I changed it to green just now, and checked it both logged on and off and used different browsers. It stays green.

I wonder if you are not actually checking the same different profiles by mistake?

edit: do I mean the same, or do I mean different? I guess it still means the same thing?
