Why is name study not listed on home page and why does it state that there is no project on genealogist page?

The One Name Studies page is just a normal category.  It has two lists.  There's a full list of categories, which isn't paged, and then a list of free-space pages, in chunks of 200.

Your category is in the first list.  You don't have to have any space pages.

As for what you have to do to get rid of "Nobody has started a Lockhart project yet", I only wish I knew, I can't get rid of mine either.

Just for reference, if any Leader wants to attempt to create the redirect themselves, it's not as hard as it may seem.

As a matter of fact, yes you do have to make a freespace page as well.  Take a look at the One Name Studies FAQ here http://www.wikitree.com/wiki/Space:One_Name_Studies_FAQ_Page

You have to create a space page for your project in order to use tags and redirects, both of which aid in a surname search or G2G search. A space page is also needed for collaboration, uploading pictures or documents, etc., and communication among the members, all of which cannot be done from a category page." [my emphasis added]

The key is the redirects - and these must be done by a leader.  In fact, on the same page I just directed you to, it says to do so.  It is an essential part of creating a One Name Study.  You can do the rest yourself.
