PPP merge help needed

Question

Need to merge Viger-27 (a PPP) into Viger-18 ... so, need a leader to un-PPP that profile so I can complete the merge ... thanks ... Oh, and the profile is part of the Canadian History Project.

I'm ok with him and the first three requirements. It's #4. I don't think he's controversial, unless there's a name variation. And yes obviously he was duplicated at least once, but how likely is he to be duplicated again? Quite honestly, I'm just not sure.

Anne ... are these requirements new?  A couple years ago we protected Premiers be it from Canada or a Province.  No regard as to how old they were or duplication odds ... if not new requirements then, it seems, the leaders are not on the same page.
