His death record on the NSW BDM doesn't show parentage,

SALTER JAMES

10007/1884

AGE 76 YEARS

DIED WINDSOR

WINDSOR

but the original entry could have extra information. Assuming he was CofE, if I remember correctly, most of the historical Anglican registers have been sent to Moore College's library, so try contacting them; Catholic records may still be in the original church.

However, on freereg.com, there is only one baptism for a James Salter in Lincolnshire (seeing as he was tried in the Lincoln Assizes, he could very well be from there!)

Lincolnshire
LincolnSt Swithin Reg 206 17 June 1806
James Father: Samuel SALTER Private in the N. Lincs Militia
mOTHER Anne tOWNHILL

Hope this might be him.

There is a thread on him on this page. They misidentified him as Slater, not Salter on this page, and so got the wrong guy, but there is some information on James Salter there, including that his first crime was committed in Scampton, which is in Lincolnshire, so looks like he was 'Linnonsheer' (my grandda was Linnonsheer).

Thanks. I have this info but still hitting a brick wall regarding Samuel Salter and Anne Townhill. No parentage listed on Jame's marriage cert either.
