Testing your mother would definitively rule out all of your maternal matches. Since none of my cousins responded on what I assume is my great-grandmother's side of the family, I started building their trees backwards in Wikitree to try to figure out how they are related to each other. It's taken hours of work, but I am finally figuring how out some of my cousins are related to each other. My ancestor is hidden in one of those trees, and I am determined to find her. I read an account of someone who was adopted who essentially did the same thing, except that she had help with the project. So it can be done, and you just have to keep working at it.
