Why can't the active managers of a pre-200 year old profile manage the privacy settings to open?

Why can't the active managers of a pre-200 year old profile manage the privacy settings to open? One leader, one project-coordinator as well as the project itself cannot edit the privacy settings from strictly private to open on this 18th century profile?

The profile has been opened. In this particular case, a "Still Living" option was checked and there was no death date, which would prevent the Privacy Level being changed on the Privacy Tab. If the Privacy level of a profile cannot be changed on the Privacy Tab and the birth date is over 200 years ago. Look for "still living" being checked beside the death. If it is unchecked and the page saved, the Privacy level will automatically default to Open.

You do know that you can request the profile be opened. I know it is sometimes a nuisance, but it does get the job done.

I could not find the "open profile request" on this profile. Perhaps because we are all already active managers ourselves.
