Categories - singular or plural?

There's a policy that categories (excepting location categories) should be in the plural.

I think the explanation for categories in the singular being created is that since WikiTree shows categories at the top of the text area in profiles a category is perceived as a label for the individual profile, rather than as a set of which the profile is a member.
