Please help identify this photo

Can anybody please help to identify this fellow's clothing? It appears to be a chap linked to the City of

London (from the shield) and he may be a common councilman, sheriff, or Lord Mayor. He could also be the Master of a

Livery Company (it would be great if someone were to recognise it), whose badge he is wearing on the Ceremonial Chain Office. Note the (velvet) Court Dress, the Court shoes with buckles and the tricorn hat in his right hand.

When I searched for Maull and co, I saw other people wearing this garb who are described as sherriff of London.
