Well you could do City of Roanoke, Roanoke City, Roanoke (independent city).

All you have to say is Roanoke, Virginia, or City of Roanoke, Virginia. The lack of a county indicates it is a city. As a life long resident of Virginia, I was surprised to learn that cities were in counties in other states. It's all in your perspective, I guess!
