Her name could have been Isabella and they called her Icy or something like that. It looks like they were calling her Tey as in Ger"Tey" on the 1900 census. Elisha is a name, I don't think Eliceroe is a name.
It's always helpful to add all the siblings from the census records and don't skip in a linear fashion (tracing just one individual) into the past. Families are much easier to find than lone family members.
