Yesterday I received a message from Terry saying that even though the privacy level is Private with Public Biography and Family Tree, she just gets blank spaces where the photos should be.When I click on Profile (public view), the photos show. Is this normal?

From https://www.wikitree.com/wiki/Help:Photo_Privacy: If the only profiles identified in a photo are private (which includes the Privacy Levels Unlisted, Private, Private with Public Biography, and Private with Public Biography and Family Tree) the image is private.

Here is 3 things I would try
1. Can anyone see photos.
Anyone can see the tiny thumbnail version of photos. This includes the thumbnails that appear in activity feeds.
If a profile is private only those on the Trusted List can see the full-size versions and the photo details. However, if anyone in the photo is public the photo will be public.

3. I would suggest that the person clean there internet cache and cookies (most likely not a solution)
