Do you have a specific birth year, marriage year or wife's name? There were a number of men named James Simmons in Surrey in the early 1800's.

James Simmons christened 25 March 1795, Mitcham, Surrey the son of John Simmons (https://familysearch.org/ark:/61903/1:1:NRHQ-R47) married Elizabeth Stephens on 9 August 1821, Newington, St.Mary, Surrey. 

The couple can be found in the 1851 England Census, living in Carshalton, Surrey with there children:
