Who is Charles Baynard Stump of Cherokee heritage and related to a Phipps Family ?

I am related to Stump families in Virginia and in West Virginia. I had been told by my Wood relatives on the Caldwell side tat we have Cherokee ancestry and I had come across the name of Charles Baynard Stump in Virginia who had registered as Full Blood Cherokee. Do you ave any information on this? One relative from Floyd Co., was Sarah H Stump married to an Underwood in West Virginia .

Charles Baynard Stump filed an Eastern Cherokee application requesting a share of what is commonly called the Guion Miller payment.  His application was rejected since he was not Cherokee and had no connection to the Cherokee tribe. These applications have a huge amount of genealogical information since they asked for names, dates, and locations of siblings, parents, and grandparents.   His application number is 9243; you can find it on Fold3. That's a pay site, but most libraries have access.

On his Eastern Cherokee application Charles stated that his mother's maiden name was Sarah Phipps, born in 1867, Ashe, N.C., daughter of William and Mary Phipps.
