I see a Republic of Texas category, but it is not specific as to whether it is for noting citizens of the Republic.

I think so.. There are profiles listed with the category you are asking about on that wikitree page..

When creating categories it is always helpful to add a sentence or two in the edit frame describing what profiles should be in the category -- or whether it is intended to be a higher level category with only subcategories in it.
