is their a way to get surname by location.  Like Coley in Kentucky?

The search engines at both FamilySearch.org and Linkpendium.com  will provide what you're looking for, as will several other free search sites.

Do you have the NavBar: http://relativelycurious.ourtoolbar.com  installed in your browser?  it is an excellent and free resource that will connect you quickly with many of the online search sites.

A Find-A-Grave search for Blake in Illinois turns up 679 memorials

This is alot to search through, inputting county or cemetary helps narrow it down. And these are only the ones that have been memorialized.

On WikiTree, Warren, this isn't yet possible. It's a tricky thing because we don't "normalize" locations. That is, we don't force the place names into some standardized form that you need to use. So people can enter UK or GB or Britain or Great Britain etc., etc. and mean the same thing.
