Without more information - name of spouse/son etc and related info - difficult to answer and search further as there are many in OH.

You might want to check out the Howard E Rice's on familysearch.org. Link below.

https://familysearch.org/search/records/index#count=20&query=%2Bgivenname%3A%22howard%20e%22~%20%2Bsurname%3Arice~%20%2Bbirth_place%3AOH~%20%2Bbirth_year%3A1900-1910~

The 1910 census shows a Howard son of Ross P. and Maud Rice in the correct location. United States Census, 1910 Chillicothe Ward 1, Ross, Ohio

HEAD Ross P Rice M 29y OH

WIFE Maud M Rice F 29y OH

SON Howard E Rice M 10y OH

SON Daniel O Rice M 8y OH

You might want to search Ross P  Rice on that site as there is more on his birth Feb. 1, 1881, death Nov. 24, 1946, spouse Maud Uhrig: parents  valentine Rice and Mary Kesssler.
