How to categorize a village in Pennsylvania

I was categorizing some of my profiles and as I was double-checking the categories, I noticed some conflicting categorization in the formats. I am seeking some clarification on how to categorize villages in Pennsylvania properly.

Would they be added as a subgroup to the actual township like this:

[[Category:Evergreen, Albany Township, Bradford County, Pennsylvania]]

Or would it just suffice to put:

[[Category:Evergreen, Pennsylvania]] under the [[Albany Township, Bradford County, Pennsylvania]] category?

I apologize if this has been clarified before, but I didn't want to create categories and then have to have someone come behind me to clean them up because they were not done correctly.

The latter is preferred, according to

https://www.wikitree.com/wiki/Help:Category_Names#United_States_of_America.27s_regional_categories

and also being consistent with the bulk of examples at, say,

https://www.wikitree.com/wiki/Category:Bradford_County%2C_Pennsylvania

The guidelines don't say what parent category to use, but it seems most place it directly under the county, and not under the township.  I believe this is because a municipality like a borough can actually occupy multiple townships (and perhaps vice-versa)?  Basically, they are different types of municipal corporations, and since they can overlap and its not always clear what takes precedence, it's easier just to classify municipalities solely by county.  But in fact, "Ellwood City" (which is actually a borough) spans two counties!  But if you look at its page

https://www.wikitree.com/wiki/Category:Ellwood_City%2C_Pennsylvania

you see that they just listed it under two parent counties.

 
With a large number of category names, there will always be a few created that don't follow the guidelines.  When you find those, you can correct the names, if you wish, using the template

https://www.wikitree.com/g2g/448111/deleting-categories-by-editbot

which (I hope!) goes to all of the sources mentioning that category name and redirects them to the new name.
