Check out http://gengateway.com/virginia for free early history reference books for the Dominion.

I would call the President Judge's Office of Frederick Co and ask whether there is information about Wm.  Also check out the formation of the counties since information may be in another county' records. I beieve the first judicial figure was Lord Fairfax who had an estate near what is now White Post, Va.
