What does means "Zero Genetic Distance" in a Y-Dna test?

1) What does means "Zero Genetic Distance" in a Y-Dna test in 25 markers?

2) Interpretation: On my results there is 2 that are zero genetic distance, and 2 that are 1 on the "genetic distance" column in FTDna. These 2 are cousins. I identified a common person, and A is 3 generations apart and B is four. Both have tested 67 markers, and I been told by one of them that they know eachother and their genetic distance at 67 marks is 3.

For me to have certain that i share a common ancestor in the paternal line with them, which level of testing could be considered satisfatory , to proof that relationship (25, 37, 67... ) ?

But the region where they live it's correct , I know I have ancestry from there both from my mother and my father line, but I didn't get this sorted on gedcom (maybe never will).

On gedcom I'm stuck for months on my direct paternal line but these matches gave me a hope, so I'm asking for your tips how to sort this out.

Just my opinion, but I'd consider the information in that PDF file to be only a very broad, generalized snapshot, not something to use as a reference. First, it was written prior to the general adoption of the infinite-allele interpretive model (FTDNA switched about 18 months ago). Second, it makes no allowance for the fact that STR markers mutate at different average rates--some over 600 times faster than others--and that as the number of test results on file grows, the better we come to understand and refine those expected average mutation rates. Too, since it was written in 2010, the 111-marker panel wasn't available yet; it adds considerable refinement estimates for close matches.
