Is there a Belgian Roots template?

What kind of template are you hoping for Jan?  The Belgian Roots Project is working to get started.

You cannot have a template (the big banner on top of the profile) unless it is associated with a top-level project. The Belgian Roots project is not ready for that yet.

But a Belgian Roots sticker (a smaller label to put in the profile biography to indicate Belgian ancestors) would be nice. Your best option if you want one is to start a thread: "Proposal: New Belgian Roots sticker" and see if it gets support. See an example here.

I think a Belgian Roots stocker would be very nice to have and not very complicated to make - I made a simple Sweden Sticker to replace the Sweden Project Box; there are good models to start from.

The Sweden Sticker has a text that "xx lived in Sweden" so it is not for emigrated descendants. Choosing the flag was easy - I don't know if there are more flags and emblems to choose from for Belgium. And I suppose the text does not need to be more variable than "xx has Belgian Roots"? Or should there be a version in French? (I never even considered that for Sweden).
Yes. I could use the French Roots sticker as a basis - I'd want a language switch for English, French, Flemish and even German (the three last being all official languages).

The main difficulty with Belgium is its very specific history - it only exists as an independant country since 1830, and before that it was Dutch (1815-1830), French (1795-1815), and even before it was split between the German Holy Roman Empire and the Austrian Netherlands. Hard to take all this into account, but we'll start by not worrying about that !
My guess is that there was a lot of emigration from 1830 and on, and it would be the descendants of those emigrants who were interested in the Belgian Roots sticker, since they would have their greatgrands in the censuses with "mother's country of birth: Belgium" et cetera - I'm thinking this has to do with what is available in the form of sources.

I should perhaps see about making a Swedish Roots template. I suspect it would be very popular.
