When did Cape Town become Cape Town

I am having trouble finding when Cape Town was first officially referred to as Cape Town as apposed to Cape of Good Hope. In other words when the city became a separate entity from the region.

Although its not a definitive resource- well, it's probably a good place to start.Wikipedia puts the founding of Cape Town as a city at just before 1814.

 

"This period saw major developments for the city, and can be said to be the start of Cape Town as a city in its own right."

It would make sense for the word town  to be used at about this time  since it is  English and not Dutch.

 But the town itself is much earlier 'Kaapstad' is apparently the earlier name     (and big  caveat it was just a search;  I haven't checked  any of the info on the link ) http://www.historytoday.com/richard-cavendish/cape-town-founded

Saw that article Helen, Believe it said 1690. But I was looking for the date when Cape Town (the city) actually "became a separate entity from the region."  I suppose this does't necessarily mean when the city was formed as a government!

I am looking for the date when it was first referred to as Cape Town or 'Kaapstad' and not just Cape of Good Hope. I've seen that it was called 'die vlek van die kaap' at some stage but so for no good evidence for when it was called Cape Town.
