In the case of my own immediate family, I am happy with "Private with public biography and family tree".

In the case of other profiles that I manage, my own preferences do not count. Is there a guideline?

In the example that you give with a deceased child and living parents, I would confer with the parents and follow their wishes.

That particular case is super-easy since her whole life story, all not-quite-eight years of it, is on a public website.

I believe if in doubt speak to your relatives.  My cousins were happy to have their deceased parents  recorded. This proved to be beneficial because I have met 4 new cousins. The privacy laws are there mainly to protect children and like you I think Private with Public biography is good.
