Help with "la infracción del artículo 68 del Código Civil"

I am helping my boyfriend with his genealogy. The birth registration record for his great grandfather, born in 1917 but registered in 1918, includes an interesting section about his great grandfather's parents. It reads: 

habiendo sido castigada la infracción del artículo 68 del Código Civil, por el alcalde 1o de esta Villa según Oficia no 30 que recibí de dicho funcionario con fecha de hoy

(having been punished due to an infraction of article 68 of the Civil Code)

I looked up Article 68, which reads:

Los cónyuges están obligados a vivir juntos, guardarse fidelidad y socorrerse mutuamente. Deberán, además, compartir las responsabilidades domésticas y el cuidado y atención de ascendientes y descendientes y otras personas dependientes a su cargo. 

Any idea what may have caused this kind of infaction? Infidelity? Also, this article is based on the law passed in 2005, and I was wondering if by chance any historians here were familiar with what this article would have been in 1918.

There is a penalty for delayed registration in México. (More than 6 months since birth).

The "Código Civil" you're citing is for Spain:
