I also took a look at President CGE Mannerheim - it does not appear that his wife was "notable" for anything other than being his wife, so that would not typically make her a Notable. Some wives of high ranking officials or Notables become known for certain philanthropist activities, activist activities, or their own Notable behavior that can be used to justify their own notability, but at this point in time, I don't see any evidence of that for her. If you happen to come across any, please feel free to present it and we'll go from there.
As far as her name and birth place goes, we tend to be a mostly English speaking group, so while the use of Cyrillic is not a bad thing, we generally prefer to have English represented on the profile alongside any non-English information so that it can be easily interpreted by everyone around. As it relates to place names, since there's no way to put both in the field, I'd recommend English and you can perhaps do a dual English and Cyrillic (either full translation of all or just parts, like the place and people names) in the biography. Note these are just recommendations, as we are a collaborative group and try to find ways to enhance collaboration between each other as best we can.
