Well - technically it doesn't have to be open based on the guidelines, which state that he would have to be "born 150+ years ago or died 100+ years ago".
He was born 1875, and 150 years ago would mean he'd have to be born 1868 for him to qualify.
He died 1947, and 100 years ago would mean he'd have to have died by 1918 for him to qualify.
So to fit the criteria to be "required" to be open, we'd technically have to wait another 7 years for that.
However, the PM has not had any contributions since April 2017, and you should be able to successfully file an Unresponsive Profile Manager request (which you have) to have the profile opened up for adoption. If there's not been a response to the UPM request, I might recommend sending in a 2nd request (keep in mind Rootsweb just went on, so there have been some delays in the manual processing of requests like these), and hopefully someone will fulfill it soon.
