Converting pdf to text is a fairly trivial matter, lots of free software to do that but getting into a gedcom ids the hard bit, especially getting therelationships and sources properly linked, you need to know the gedcom specs. extremely well.
As you have to edit gedcom imported profiles anyway I would go with manually entering.
I don't believe you will be able to do it in one step. Are the PDF files searchable? Can you highlight all the text in it and copy? If you can export the text into a spreadsheet then maybe you can use the following instructions:
I would only go this route if you have hundreds of names. Otherwise, I'd enter them manually in WikiTree.
