I have never tried to get a birth certificate from Ireland. I would try to contact someone from the county you are trying to get it from. You might find someone to contact at https://www.wikitree.com/wiki/Space:Sources-Ireland-Province-County

First question: was the birth in the Republic of Ireland or Northern Ireland?

If in the Republic, then the main site is irishgenealogy.ie This is the official government site, and is completely free. You can search by name and see the original records for 1864-1916.
