I would assume from your question you are not aware of your grandfather's name?

Have you the ability to get your father's birth certificate?  They should be available from WV for a birth in 1921.  West Virginia has birth certificates from their website for births in 1917 and later: http://www.wvdhhr.org/bph/hsc/vital/genealogy.asp

The birth certificate would indicate his parents.  With a name like "Cockerline" for a Grandmother - you should have a pretty good idea whether this is the same profile from the birth certificate.
