847 is not high enough to be a full niece, but definitely could be a half-niece or great niece.

DNA probably can't say more than that.  What you need now is the tree-building that connects you, and the documentation that confirms the people between you.

I would recommend that you use Blaine Bettinger's Shared cM calculation which can be found in the DNA Painter tool.
