What's the process for dealing with copyright violations?

What should I do to report an apparent copyright violation?

Did you private message the profile manager? They may not even be aware of the seriousness of uploading it - stranger things have happened. 

I would send them a warm and private message advising them the image is owned by another party and so a breach of copyright. No-one wants to get in trouble or cause headaches for wikitree, so I'm sure it will get removed once you have communicated with the profile manager. 

ETA: I private messaged the uploader, an active wikitreer so I'm confident he will get my message, and I've uploaded a crest he can use for free on his wonderful Robinson One Name Study page.

I'd say to just delete it, with a comment on the profile explaining your action.  It's better to take it down ASAP, rather than relying on process to eventually take care of it (assuming you have proven it's truly a copyright violation).

So how do I delete it?
You detach it from any profiles with which it is associated. This is done in the image page.

Also, if you would like to replace it with another image, the same coat of arms is available outside of copyright in this book, here, on page 53:
