I cannot complete the merge

Alan Cole (Cole-16311) and Alan Cole (Cole-12908).

My Pending Merges page says "You can complete this merge after a final comparison.", but this is not true.  I have tried, but get an error message that says "Permission Denied".

Cole-12908 is not open and you are not on the trusted list, so you cannot complete the merge.
