Can't Figure out my Grandpa's Parents!

Question

I've tried for a long time to figure out who my grandfather's parents were, and I just keep hitting brick walls.

I know he was born 5 Oct 1937 in Wirral, Cheshire, England
I know his mother's maiden name was Powell
I assume his father's surname was Garrow but I suppose I can't know for sure
and I know that he passed 14 Apr 2009 in Barstow, California

that's pretty much all I've got to go on. I've been searching all over for hours and can't find any more information than just what I have here. 

any help at all would be greatly appreciated!! I feel like I have all the pieces to the puzzle but I don't know how to put them together.
