Do I have this right? Immigrants to New York State

I am trying to follow the new Migration style.  Do I have it right for "Category:Immigrants to New York State from Austria"?   There are some categories under "Category:Immigrants to New York State" that don't appear right, though ("Category:Migrants from Scotland to New York, United States" and "Category:Migrants from Selkshire, Scotland, to New York, United States").  I only put a few ancestors under this and want to make sure it is right before I go any further.

New York State? I don't think that's correct.

UPDATE: Oh, never mind, I just read the page. New York, Washington, and Georgia are a certain way to avoid ambiguity.

They are incorrect... These were categories set up by another user and were not approved by the Categorization Project.
well I do not know if I will ever "get" categories - and I am aware there have been recent changes and the nifty category button which I have used a little bit BUT it seems like there is no set rules - ok if we go to set a category and it has not been made yet we can make a new one - but how do we fit it into the existing structure when I can see folks struggling to be in the right country - let alone state or province let alone the right county or parish which changed borders and names over time and how the heck are we ever going to get it right?

I was messing around with early Ohio History and saw the County was huge and got shrunk down, and the township as well - we need maps linked to these to see what changed when to what so we an get these accurate places put together - now the states and Canadian Provinces have a chart through time so you can get that far now - see https://docs.google.com/spreadsheets/d/19msdf4uzxBiyIwCSNUBcrHt15Qp-DXpGxBYLp3YWDO0/edit#gid=1136264887so are we going to just let the details fall where they may? or get down and make these state by state?  Is there some grand instruction to categories I have missed?

Each Project should have a detailed (or at least documented) set of instructions that they are using for their categories. Those instructions should conform to standard category principals (see Help:Categorization and Help:Category FAQ) and should list out how the Project is handling certain situations within their categories (no two region places can always use the exact same structure for instance).
