Why has default merge approval not happened for this open profile?

i proposed this back in mid April. The other manager has approved and will be able to complete the merge.

I believe it is because one of the profiles is not Open privacy. I would request to be added to the trusted list for the yellow privacy profile, then once that is completed, you should be able to complete the merge with no issues. Because the privacy restrictions block you from doing anything with the profile, they will also block you from doing the merge. I am not 100% sure of this, but at least it sounds logical.

In the past there was always default approval after 30 days and then I would be blocked when I actually attempted the merge.

Not for Private profiles.  They never had a 30-day approval.

This is an Open profile that's not default approved, not a closed one. The manager of the closed profile has approved the merge.

It's actually the *merge* that's not 'default approved', unless the Open profile still has against it 

"Someone from whoever-123's Trusted List needs to approve."

I see - it's waiting on the PM from Cook-9115 to approve. The fastest way is to request to be on the trusted list of that profile, wait for the unresponsive date (1 week), submit the unresponsive request, and then within a week or so a leader will go in and orphan the profile or assign you as PM. Once this is done, you should be able to take over, approve the merge and it will be done. I'm still thinking because one of the profiles is not Open, it's going to hang like that until both sides approve.
