How does one share on WikiTree dna from 23andMe?

I recently had dna testing done on my oldest living relative at 23andMe. How does one share it to WikiTree? I am not very dna savy.

You will have to invite your relative to join wikitree as a family member (non-active)  so that they can upload their own DNA details. Unfortunately under new privacy rules, you are no longer allowed to upload someone elses DNA details.

I suppose if your relative doesn't care to use computers you can obtain consent to manage an account on their behalf?
He is not able to use computers; he shakes too badly.
If a person can't or won't get a Wikitree account, then their DNA information cannot be added. New privacy rules.
