Would a daughter in law also be consider a step daughter?

On a Census it states that a 12 year old girl is the daughter in law to the head but I am wondering if that means she is his step daughter.

Yes, it can mean she is his step daughter.  I have come across records where the one named mother-in-law is in fact the step mother
