Social Security Death Index

I have in my possession my grandfathers social security card - yet, when I search for him by name, date and even the number itself, he is completely missing from the master index.  I have also noticed when I cannot find a death record and then look for the name on the index (people who have definitely passed away) I sometimes find their names are missing also.  So my question is why? and would it possibly be because the particular person passed away before collecting benefits?

I have notice this as well. In fact I cannot find anything on my birth, other than the certificate that I hold. I guess it is just part of the system and that with all the numbers, steps, and names that somethings slip. I am instead in people's thoughts on this, too.

I have also noticed this for my Aunt Donna, we have most definate birth and death dates, but nothing appears for a SSDI search. A very good question, sorry I have no data to add.
