Who is notable?

Who decides who qualifies as a 'notable'?  I have a profile for a Royal Navy Commander who is noted for an innovation in the making of sails in the early 19th Century.  Does this qualify as notable?  Profile is https://www.wikitree.com/wiki/Cowan-3374.

Any useful hints will be appreciated profusely.

I looked at the profile and it seems you have a wikisource from a book. I'd add {{Notables Sticker}}.

(Also, the bio has repeated sections  you might wish to edit.)
