I Have been doing it for over a year and a half.  Why all of a sudden the change?  Is WikiTree for keeping ansestery and adding relatives?
Read at the link Lynda provided.  You probably have not been doing it the last two months.  The new rules went into effect in May.  The sudden change resulted from the EU enacting General Data Protection Regulations (GDPR).  It wasn't all that sudden - WT warned us about it weeks or months in advance.

You can put young children in if you are their parent or guardian, but even then they have to be Unlisted for privacy purposes unless they are members.
While the European Union triggered it, other countries and the state of California have similar laws going into effect. Canada requires parental permission to collect any data on a child under 13 and that has to be recorded by the parent (goes into effect Nov 1, 2018). From what I see, Canada is likely to align further with the EU over time. California's new law is similar to GDPR (goes into effect in Jan 1, 2020). There are subtle differences which could make it interesting to be compliant.
Should also say that it wasn't a sudden change. It had been discussed and argued over extensively for quite some time and the announcements went out in the weekly emails as well as on G2G.
